CIH Conference. Is government really listening to the private rented sector

This week, for one day only, I’m off to visit the Chartered Institute of Housing’s exhibition in Manchester.

I joined the CIH only a few weeks ago and am keen to find out more about what they do and what other members’ attitudes to the private rented sector (PRS) are.

The CIH seems to still be mainly concerned with social housing – and its members seem to come almost entirely from housing associations, councils and housing charities.

Indeed, this seems to be organisation’s bedrock.

And yet, the world has moved on quite a bit. Today the private rented sector is a big part of the housing landscape. Last year the number of people housed in it exceeded council housing and the housing associations combined.

Certainly, the PRS is a regular talking point at the likes of sites like Guardian Housing, Inside Housing and 24Dash, where any article generates a host of responses.

But you might not know all that if you looked at the list of topics in the seminars at the CIH’s main conference – (access to which annoyingly costs more if you are from the private sector than if you work for a council, charity or housing association) – because there is almost no discussion scheduled about the PRS.

But outside the CIH, I’ve often noted the fact that when it comes to the PRS, I see lots of folk in government setting up talking shops with housing associations and housing charities, though often not with practioners from the PRS itself. Indeed, how else could the London Assembly produce its report, “Bleak Houses” in which the calls for longer term tenancies were strident, but in which they failed to mention the fact that private landlords cannot issue tenancies longer than 12 months duration because their lenders won’t let them.

Speaking of lenders, I have been invited to speak at the Council of Mortgage Lenders conference on buy to let, back in London on Thursday. A few of their members are listening to what landlords want and we do a lot of work with lenders already.

I hope there are also opened ears and minds in Manchester at the CIH exhibition. I will let you know what I find next week.
